The Mobility Inclusion Card (CMI), introduced on January 1, 2017, consolidates previous disability, priority, and parking cards. It provides essential rights for people with disabilities or reduced autonomy, especially in transportation. This free card, issued by departmental authorities, supports many seniors. What is the Mobility Inclusion Card (CMI) used for?

Three CMI types offer targeted transport and service benefits.

Disability CMI

The Disability CMI grants priority seating on public transport, in public spaces like waiting rooms, and at events. It extends to your companion. It also qualifies holders for disabled worker employment protections without extra steps, aiding job retention or access. Public transport perks include discounts from RATP, SNCF, and Air France.

Tax benefits may apply, such as an extra half-share for income tax calculations (conditions apply). The card can note needs for accompaniment or assistance if vision is below 1/20th normal, valid for companions too.

Priority CMI

This provides priority seating on public transport, public spaces, and queues, similar to the Disability CMI.

Parking CMI

This allows unlimited free parking in public spaces, extending to your vehicle companion. Municipalities may cap usage at no less than 12 hours. Display it visibly on the windshield and remove when not in use.

Note: Cards are valid 1-20 years; Disability CMI is lifelong for permanent 80%+ disability with no expected improvement.

Who qualifies for the Mobility Inclusion Card (CMI)?

Eligibility varies by type.

Disability CMI: Permanent 80%+ disability, 3rd category invalidity (unable to work, needs daily assistance), or APA (Personalized Autonomy Allowance) recipients/applicants.

Priority CMI: Under 80% disability causing walking difficulties.

Parking CMI: Severe, permanent mobility reduction; needs accompaniment; or APA recipients/applicants.

How to apply for the Mobility Inclusion Card (CMI)

Submit to your local Departmental House for People with Disabilities (MDPH) (contact details by department here).

Required documents:

  • "MDPH application form(s)" (Cerfa n°13788*01 or n°15692*01);
  • Medical certificate <6 months old or 3rd category invalidity pension proof (for Disability CMI);
  • Photocopy of valid ID or residence permit (non-EU nationals).

Some departments streamline for seniors via APA applications.

A multidisciplinary team reviews; they may summon you (exempt for 3rd category pension/APA holders). No response in 4 months means rejection.
