APL: How to Determine If You re Eligible for Personalized Housing Assistance

Personalized Housing Assistance (APL) provides financial support under specific conditions—especially income-related—to help cover rent for tenants or accommodation costs in senior facilities like nursing homes (EHPAD), independent residences, or long-term care units (USLD). It's administered by the Family Benefits Office (CAF) or Agricultural Social Insurance (MSA) for applicable households.

What Is Personalized Housing Assistance (APL)?

APL is one of several housing aids from CAF or MSA, similar to Family Housing Allowance (ALF) and Social Housing Allowance (ALS), designed to offset rent costs without age restrictions. It primarily supports older tenants but also applies to those in EHPADs, independent residences, USLDs, or approved family-hosted homes.

Homeowners may qualify for PLA (Personalized Loan Assistance) if they purchased with a loan before February 1, 2018, or own older property in towns under 100,000 residents.

Eligibility Conditions for APL

Accommodation-Related Conditions

Your home—whether rented, in a senior facility, or with an approved family host—must be your primary residence (occupied at least 8 months yearly) and located in France. If you're in a senior facility but retain prior housing, APL applies to your new primary residence.

Foreign nationals qualify with a valid residence permit (exempt for EU/EEA/Swiss citizens). The property must meet decency standards: adequate size, safety, no infestations, energy efficiency, and essential features like heating, wastewater, sanitation, and water supply.

Accommodation must be state-approved via an agreement with your landlord or facility manager.

Income-Related Conditions

Eligibility requires household income below ceilings set by decree, varying by household size and location. CAF/MSA assesses the prior 12 months' income; existing recipients get automatic quarterly updates from tax data.

Report changes (moves, family status, bank details) promptly to CAF/MSA with supporting documents.

APL Amount and Payment

Your APL depends on household size, income, rent (or facility fees), and assets over €30,000. Use official CAF/MSA simulators for personalized estimates based on your situation.

Payments arrive around the 5th of each month, starting the 1st of the month after processing. Funds go directly to you, but landlords or facility managers can request direct payment, reducing your bill accordingly. In ANAH-approved social/very social housing, landlords typically receive it directly.

How to Apply for APL

CAF handles general scheme members; MSA serves agricultural ones. Apply online via caf.fr or msa.fr, or by mail with Form Cerfa n°10849*02.

Include: ID (both sides of French ID/passport/birth certificate or valid residence permit), RIB/RIP/RICE, and landlord-signed lease or facility manager's occupancy certificate.
