Average Cost of a Retirement Home in France: Insights from Official Studies

Drawing from a study by the General Directorate for Social Cohesion (DGCS) and the National Solidarity Fund (CNAS), the average monthly cost for an EHPAD (accommodation for dependent elderly) stands at €2,900 (2012 data). Costs fluctuate based on whether the home is private or public, and its urban or rural location. A later CNASA report, accessible on pour-les-personnes-agees.gouv.fr, pegs the 2016 median at €1,949.

This median means half of EHPADs charge below €1,949 monthly, while the other half exceed it. What drives these price differences, and what do they cover?

EHPAD Costs Depend on Key Factors

Retirement home pricing breaks down into three components: care (reimbursed by Health Insurance for medical needs tied to dependency), accommodation (set by the county council for eligible homes or by management), and dependency support (determined by the council based on AGGIR-assessed autonomy loss). These elements create significant price variation, influenced further by region. Île-de-France leads with €2,780 in Paris, €2,161 in suburbs, versus €1,591 elsewhere.

French law standardizes EHPAD pricing for fair comparisons. The government offers an online comparator covering nearly 7,000 facilities, enabling easy price checks within a radius and rest-charge simulations for specific homes.

Financial Aids to Offset Retirement Home Costs

Low-income seniors can access key supports:

  • Social assistance for accommodation (ASH), from the department for authorized homes
  • Personalized housing allowance (APL) for agreed homes or social housing allowance (ALS) for accommodation fees
  • Personalized autonomy allowance (APA) for dependency costs

ASH and APA are income-based. Taxable residents may also qualify for tax reductions.
